PLANNING, IMPLEMENTATION & FUNDING

Town of Superior Community Development Master Plan (2012-13)
CBI worked with Civil Engineering Professionals, Inc. to draft the first ever Comprehensive Master Plan for the Town of Superior.  CBI engaged the public with surveys and public meetings to create a plan that identifies the Town’s greatest needs and opportunities.  The Master Plan continues to work through the legal process to be formally adopted.

City of Laramie/Cirrus Sky Tech Park (2012)

CBI worked with sub-consultants Coffey Engineering and Surveying, LLC; BHA Design, Incorporated; and TMNG Global (Joe Sharkey) to assess the opportunity to recruit data centers, and then designed the Cirrus Sky Tech Park to accommodate recruitment of data centers and other high-demand telecommunication users.  The City of Laramie used the resulting plan to secure the largest WBC/BRC grant ever awarded to develop the tech park.

Great Divide Comprehensive Economic Development Strategy (2012)
CBI followed the guidelines established by the Economic Development Administration (EDA) to create a Comprehensive Economic Development Strategy (CEDS) for Carbon and Sweetwater Counties (which, together, function as the Great Divide Economic Development Coalition, an EDA District).  The CEDS provides a thorough assessment of the assets, opportunities, and economic threats in the area. It provides a prioritized collection of economic development projects that the organization is now pursuing to grow the economy.

Glenrock Building and Business Inventory - Main Street Program (2011-12)

CBI conducted extensive demographic and economic data research, completed a door-to-door inventory of facilities in the downtown, evaluated retail leakage in the community, and helped the Glenrock Main Street and the Glenrock Economic Development Corporation develop a targeted growth plan.

CEPI/Town of Rolling Hills Funding for Water Master Plan (2011)

CBI acted as a sub-consultant to Civil Engineering Professionals, Inc. (CEPI) to determine the availability, appropriateness and requirements of funding for the Town of Rolling Hills Water Master Plan Project.

Bar Nunn/Motor Power Equipment (2010-11)
CBI assisted the Town of Bar Nunn with a business recruitment opportunity that was successfully completed to bring Motor Power Equipment to the community.  Motor Power Equipment is a full-service truck and trailer dealership.  CBI also provided grant writing services (Wyoming Business Council Business Committed Application and Community Development Block Grant (CDBG), which ultimately helped to pay for needed infrastructure for the project to succeed.  CBI also prepared the Statutory Checklist Environmental Review for the CDBG grant.

Torrington Main Street Plan (2010-11)

CBI conducted extensive demographic and economic data research of the Torrington downtown area, including a lot-by-lot inventory of facilities and lots.  The Torrington Main Street organization then used the plan to help educate local business owners and to pursue opportunities to improve the downtown’s cultural and economic conditions.

Goshen Enterprise Center USDA-RBEG grant (2010)

CBI helped to draft a successful grant application to the U.S. Department of Agriculture/Rural Business Enterprise Grant to help support development and operation of the Goshen Enterprise Center, a specialized business incubator that is helping to grow and diversify the local economy in the Torrington area.

CANDO Planning (2009)
CBI assisted with planning for several ongoing projects at the Converse Area New Development Organization (CANDO), the economic development agency for the City of Douglas and Converse County.  This occurred during the transition period of Joe Coyne leaving as the Executive Director.
